The State of Qatar's statement at the "Interactive Dialogue on the High Commissioner’s Oral Update on Libya"

In his statement before the 39th Session of the Human Rights Council, at the "Interactive Dialogue on the High Commissioner’s Oral Update on Libya", Mr. Ghanim Saif Al Khayareen, Second Secretary, Qatar Department of Human Rights, delivered a statement in which he expressed the State of Qatar’s concern at the continuing instability and escalating fighting in Libya between the conflicting parties, which has resulted in numerous violations of international human rights and humanitarian law, the deterioration of humanitarian and economic conditions, the depletion of national wealth and the spread of terrorism.
Mr. Al Khayareen called upon the international community and the Office of the High Commissioner for Human Rights to continue to provide technical assistance and capacity-building in the field of human rights in line with the priorities and requirements of the Libyan Government, as well as to assist in meeting election and constitution requirements and to provide technical and financial support to strengthen and build Libyan national capacities in dealing with illegal migrants and border control to prevent organized crime and ensuring safe access to humanitarian assistance.
Mr. Al Khayareen also called upon all parties in Libya to assume their responsibilities and to give priority to the national interest over personal interests, to work towards national reconciliation and to rebuild the state based on the principles of democracy, respect for human rights and the rule of law.
Mr. Al Khayareen confirmed the State of Qatar's support for the National Reconciliation Government and its efforts in rebuilding state institutions and combating terrorism. He called on the same occasion all Libyan parties to adhere to the dialogue and implement the outcomes of Skhirat agreement and achieve a political settlement and comprehensive national reconciliation that preserves Libya's sovereignty and territorial integrity ".
In conclusion, he expressed the State of Qatar’s support for the efforts of the Special Envoy of the Secretary-General of the United Nations to Libya to restore stability and achieve the aspirations of the Libyan people.
